You have to forgive my lack of knowledge about these topics... I occasionally post on other sites, but this is the only one I spend any real time on.

100 would probably discourage too many people. I think 10 works pretty well and most newbies respect it and don't try to spam until they get around it. Those that do we usually deal with pretty quickly.
