Yes, fiber can be spliced.
Any kind of data transmission is a type of Morse code, in a sense. You can only transmit 1 or 0 whether you are using photons or electrons. Dating back to the 1700s, people have used similar techniques for transmitting data. The only thing that has changed is the technology used to transmit the data.
