Not sure I'd describe QB as a "key-backup position". I mean, yeah if your starter gets hurt, you need a guy who can throw the ball and hold the fort down from a few weeks. But outside of injury, the backup is never going to play for a team that has it's franchise QB.

Developing a backup is not something all teams (or most) are lucky enough to do, because it's a relatively low cost, low success proposition. Teams like Jacksonville and Atlanta have been successful, but there are many more teams who have tried just as hard and failed.

Veteran backups are the surest thing.
