That's wrong. The record the Rams broke was the record the Redskins set in the 1983 regular season, when the Redskins scored 541 points. The Redskins 1991 team scored 485.

Oh, and the guy who led the Redskins during the record-setting 1983 season? That would be the 1983 regular season MVP Joe Theismann.
