The only rule I could find is this one:

Article 8 There shall be no unnecessary roughness. This shall include, but will not be limited to:
(g) using any part of a player’s helmet (including the top/crown and forehead/“hairline” parts) or facemask to butt, spear, or ram an opponent violently or unnecessarily

In the scenario you outlined, it's not violent or unnecessary (i.e., the defender can't control what the RB is going to do with his helmet).

It has to be intentional and blatant.

Sure helmet to helmet contact happens all the time, just not intentionally. That's when it gets flagged.
