I don't remember Turk Edwards so i will speak for my generation.
1- Lachey and Jacoby tied for 1st with a slight edge to Jacoby being that he was FA and played his whole career for the Skins. The worst and I can't believe he's on the list is George Starke, he was the king of holding penalties. He got better when Grimm, May and Bostic showed up.
