Yes. D.Hall deserves some blame but Smith was way over the top of what is acceptable for coaches. Smith came close to a Woody Hayes moment.

Initially, when they said two personal fouls I assumed one on Smith and one for Landry. If Goodell doesn't fine and/or suspend Smith then he is proving himself a liar. Why should the NFLPA want to negotiate with him when he shows that he views players as a commodity coaches as above the rules?
