Despite a mountain of evidence and the serious disbelief of the police the DA decided not prosecute. So eventually the guy he shot at sued him in civil court and magically that guy got murdered about a block away from Harrison's bar. Sounds pretty clear that Harrison and/or his proxies perpetrated some serious illegal shenanigans and the DA did nothing.
