No way Banks makes it over Thomas. Thomas is far to valuable (and proven) on special teams on coverage and return units plus he's done nothing in the preseason to warrant being cut. Banks wouldn't make it "over" Thomas. Thomas would be cut to free up the roster spot, then they'd probably play the waiver wire. Banks, if he's not the starting punt returner, probably gets passed through to practice squad after dodging a round of waiver pickups.
