In my opinion, some authoritative body (the NFL: owners with representation from the players' union) should attach a draftee's name to each slot in the draft value chart and publish the chart well before Draft Day... then, when the draft takes place, teams simply choose from the list (in their draft order), the players they want. The chart could be used as guidance for payments to the players. Thus, if a team was not interested in players in the first or second rounds, but wanted to sign several 3rd rounders, they could, and not have to pay them inflated salaries or signing bonuses because of the order in which they were picked.
