That said, maybe Jeff Fisher should review the contracts his employer (the NFL) has with the networks and realize it's not the networks that have stipulated there be a set amount of commercial time (at minimum). Granted, the networks aren't complaining about it but ultimately the league reaps the greater reward

Can you get me some literature on that stipulation?
