Not saying you specifically, but I think many of us get caught up in 40 times & think that 4.3 is exponentially faster than 4.6. Sure it's considerably faster, but we're still talking tenths of a second. An elusive 4.6 offensive player can make up that difference & then some w/one quick move to get a defender behind him.

A qb that runs as fast as 4.6 is still pretty rare in the nfl.
Sure 4.64 is fast especially for a qb, but I think there will be two sub 4.5 qb's at this years combine alone.

Jake Locker is even faster than Newton, but I still think Newton is getting below 4.5 although he has such long strides his timed speed might not be as good as the tape.

Two sub 4.5s - that's rare. The combine is good for actually getting REAL #s on these guys, rather than what their schools report.

They say you can't teach speed, which is true essentially, but you can teach sprinting technique. Guys can improve by a tenth or so in the 40 simply by working on their stance & first step out of the blocks & correcting flaws in form. i.e. to some degree, I believe the 40 test becomes a "teaching the test" excercise.

Generally, long strides are not conducive to sprinting. The longer the stride, the quicker the turnover has to be. Sprinters win w/short, quick strides.
