But I suppose the kicker is that if the team fails to hold a payroll for 108 million, then Snyder just has to cut a check for the difference. So the INCENTIVE to not spend cash goes away. But the system isn't fundamentally changed. Hard to see this affecting the Redskins at all, but it will affect how other teams do business.
