Kerrigan, for two reasons.

A. With Orakpo on the other side, Kerrigan will have a lot easier time getting to the quarterback.

B. I'd love to pick Jarvis Jenkins, but even if he stands out in the preseason he's still going to split time with Stephen Bowen, which isn't necessarily a bad thing for the team, but it's going to make it even harder for him to have a bigger impact than Kerrigan. Plus with 3-4 DE's you only see so much visual impact, he might be great at doing what his assignment is (blocking o-linemen) but it's not going to show up on the stat sheet, whereas Kerrigan's impact will (tackles, sacks, tackles for a loss)
