That's media/fan think not coach think.
I'm sure coach think is more along the lines of: when I get prospect X and teach prospect X skill A, B and C he could really become enter desired outcome here: franchise QB, pro bowl player etc.

Because I don't understand that part of his supposition, I don't think teams view prospects that they actually want to draft in the manner he described there.
