Why sign a guy to a contract if he is not going to be able to contribute?
The only team that needs to sign a guy like Rice is one which needs depth at the position. the 'Skins need someone who can come in and contribute from the start.
Pass of Rice, watch the waiver wire during camp and you could find someone with more miles on him.

He was cut because he became expendable after the signing of Gaines Adams. I think they made a mistake.
