Because Haley was better. Strahan had some monster years and some mediocre/bad years. Haley was consistent throughout his career. I'd say Strahan had a longer career with more numbers but Haley had more of an impact when he was playing.

They both deserve to get in but I'd vote for Haley first too.

I agree they both deserve to get in, but I'd vote for Strahan first. His career stats are quite a bit better, partially owing to him playing longer than Haley, but Strahan averaged 9.4 sacks a year, while Haley averaged 7.7. Strahan also had more turnovers and set the NFL record for sacks in a season. And he's 5th on the all-time sacks list.
