He is leading with his shoulder and his head is tucked down and in. Compare the angle at the :34 mark with the angle at the :41 mark. If he comes in head up, it would have been face mask to face mask. Really, BM or not, given the angle of approach, hitting the WR's head was an almost impossible task on that play without whiffing on the WR altogether.

It's a bang-bang play and it appears - to me - BM was actually tucking his head in an attempt to lead with the shoulder b/c anything short of that was going to end in a head shot. It's close, but, given BM's history, he will never, ever get that call.
