No, becuase I've targeted a lot of talent at positions I need at 25. 31 won't reliably get me the quality I need. Plus, I think that the "chart value" isn't a great pickup. Given that we've got some folks targeted (you'll have to trust me here; I AM the GM), it's not enough to offset missing one of my targeted guys.
