Nothing is passive about knowing how to gauge the market and make the best offer.

If they like Tannehill but think/know that he will never be more than a good quarterback, then they should take Cousins or Foles or whoever they believe they can do more with.

You can't force the Rams to trade the RG3 pick. You can only make best offer and put the ball in their court. The difference between your opinion and mine is that I don't think adding more picks to the optimal trade value makes a "better" offer. It makes it worse.
