What are NFL's Performance-Based Pay program?

some guys at the nfl decided it wasn't fair for a player to make vetran minimum if he started 16 games and went to the pro bowl, etc

so now, every year, player's with small contracts that start a large amount of games, earn post season honors, etc, can get bonuses to to help pay for that performance that was above and beyond what their salary dictates. the money comes from the nfl and doesn't affect cap status of the teams.
