The Associated Press reports NFL commissioner Roger Goodell has determined that the San Francisco 49ers are guilty of tampering with Chicago Bears LB Lance Briggs. Goodell determined the 49ers violated the NFL's anti-tampering policy by contacting Briggs' agent without the Bears' permission during the 2007 season. The 49ers will have to forfeit their 2008 fifth-round draft choice and must swap their 2008 third-round draft choice with the Bears.

NFL rules prohibit teams from contacting prospective free agents or their agents until the new league begins. "There were probably some deals done before (the start of the league year). Updating a previous report, The Sports Network reports the Seattle Seahawks agreed to terms with free-agent CB Marcus Trufant (Seahawks) on a six-year deal worth $50.2 million, with $20 million guaranteed, according to The Seattle Times. Trufant will reportedly earn $28 million over the first three years of the deal. The Seahawks placed the franchise tag on Trufant in February, which would have paid him $9.465 million, the average of the top-five players at his position, for the 2008 season. Trufant had seven interceptions in 2007 and made his first Pro Bowl appearance. He was selected 11th overall by the Seahawks in the 2003 NFL Draft and has started all 78 games. He finished second on the team in 2007 with 85 tackles, 78 solo, and led the team with 16 passes defended.

The Pittsburgh Business Times reports the NFL and its 32 teams are carrying more than $9 billion in debt. This is according to a report by the SportsBusiness Journal. According to the report, the debt load is a lot higher than that carried by other professional sports leagues. The MLB and its teams are carrying a $3.1 billion debt. Jeffrey Kessler, outside counsel of the NFL Players Association, said he is not concerned by the debt level due to the league's huge cash flow. The union, however, has filed a collusion complaint against the league over the NFL's plan to reduce the debt load.

The Associated Press reports NFL owners will discuss in their meetings in Palm Beach, Fla., whether to ban players from having hair flow from their helmets below their names on the back of their jerseys. The rule banning long hair from the field was proposed by the Kansas City Chiefs. Pittsburgh Steelers S Troy Polamalu was dragged down by his hair after an interception against the Chiefs by RB Larry Johnson. The rule would not require players to cut their hair but would make them tuck their hair into their helmets.

If the vote is passed, receivers will have to get both feet in bounds and have possession of the ball to get credit for the catch, even if they are pushed by a defender. The committee will also vote on issues that include allowing replays on field goals, changing seeding procedures for the playoffs, changing the coin toss procedures and eliminating the five-yard facemask penalty.

Teams are expected to vote on the proposal next week at the annual league meetings in Palm Beach, Fla. The proposal needs 24 votes to pass and fell two votes short last year. The revised proposal would allow a second player to have a speaker in his headset but wouldn't be allowed on the field the same time as the guy with the headset.

Larry Johnson was punished for grabbing onto Polamalu's wig last season.
WHY? If you're going to have a woman's hair-do and NOT make sure it is somehow secured or inside the helmet, expect it to get yanked in a football game.
If they want to wear it, they should understand the risks of getting it ripped out of their scalp.
I understand that players from Samoa may wear it because of their culture, but it poses problems with them getting it yanked, covering up their name for people watching (not that we need a name to find Polamalu on the field...), but many American players have the same style just because they want to.
Aside from the pain it may cause the player, it just looks ridiculous and if the league is going to be so strict about socks and towels, they need to be consistent with their uniform policy and crack down on this too.
You guys are professionals, try looking the part.
