Yes he had a couple very bad games .. but he has had more than a couple good games ..
Ok he has w/out question played more than two good games but I really don't pay too much attention to QB rating stats. It's more of an eye test, it's more of can he QB carry an offense, can a QB put the ball in the end zone. I think those are things that we are still finding out.
TH belongs in the NFL. It just goes to show that drafting a QB is incredibly difficult and it involves some luck. Haskins went to a big school and was on TV every week. He was a really good college QB and has a big arm. He had all the measurables. TH went to a tiny school, went undrafted and has a average to below average arm. He's probably be a terrible combine guy. I don't think there isn't any question as to who the better player is.

As RR says, it’s about APE (attitude, preparation, effort). TH excels there; Haskins not so much.

He’s got one of the weakest arms in the league on passes 20 yards or more downfield but that doesn’t mean he can’t make those same throws.. it’s about timing

How do you measure weak arm .. seriously do they have long ball contest , fastest throw etc .. I know TH has a flaw that a lot of QB’s have , they throw off there back foot .. but in the heat of the play maybe that’s all they can do .. so what’s he gonna do tell the coach I took the sack because I couldn’t step into it .. Some of the best Teams have short to medium pass game that relies on timing backed by a solid run game ..

I know that may not be the same stat you are quoting, but I am also pretty sure most qbs completion on passes over 20+ downfield are low. They are generally low percentage passes.
I could not find the particular stat for comparison rankings though. (x passes complete out of y passes thrown)
