A system which allows the service provider to make as much money as possible for giving the best service to the consumer, and punishes the service providers who don't, is the best system around. Profit motive is a wonderful thing for everybody. Why that is so hard for some people to understand is beyond me. John Kerry sits on the finance committee in the Senate, and he's on the subcommittee for health care and on the social security and family policy subcommittee. If you can so easily blame Bush, why not blame the guys that are actually on these committees????
