Can't get more pay without a higher grade, can't get a higher grade unless I get into management in another division. Besides, I already do a lot of the crappy work of management in my current position (personnel, procurement, manage multiple dockets, oversee junior attorneys) but am not even (after 20 years) graded as a senior attorney b/c my division has no slots for it.
